Climate Risk Methodology Documentation Nature of the output: The deliverable will primarily consist of a technical document and internal reference framework for the supervision of climate risk conducted by CNBS. Although a regulatory guideline for supervised institutions is not yet in place, this document may serve as a foundation for the development of future regulatory or supervisory guidelines outlined in our roadmap. Objective and intended use: Firstly, it is important to note that CNBS, with the technical support of IFC and INCAE, developed a methodology for the identification of climate risk to establish a tool that enables the assessment of climate risk exposure of supervised institutions. These methodologies aim to strengthen internal supervisory capacities, while also serving as a reference for supervised financial institutions, promoting the progressive integration of climate risks into their risk management practices. Scope of methodologies: The methodology covers both physical and transition risks, particularly those associated with credit operations granted by the financial system. Its methodological approach is based on identifying the economic activities most vulnerable to acute and chronic physical risks, considering the geographic locations where the credits have been allocated. It also considers regulatory and market transition risks, affecting the economic sectors that are more likely to be impacted. This ultimately results in an assessment of exposures at the credit portfolio. Target audience: The document will be primarily addressed to CNBS supervisory teams, serving as a guide for the identification of climate risks in supervised institutions while also supporting supervisory decision-making. Level of development: This document on climate risk methodology will provide a quantitative methodological approach tailored to the business models of the Honduran financial system. At the same time, it is aligned with international Basel standards, particularly IFRS S2 and IFC frameworks, as it is consistent with its primary objective: the identification of physical and transition risks, as well as the assessment of their impact on assets, portfolios, and operations. Linkages to broader initiatives: The climate risk methodology constitutes an enabling and cross-cutting instrument that integrates the main sustainable finance initiatives in the country. On the one hand, it complements the green taxonomy by allowing the assessment of risks associated with activities classified as sustainable; on the other, it strengthens green finance by incorporating risk criteria into credit origination and management. It also serves as the technical pillar for climate risk supervision within the risk-based approach, by facilitating the identification of exposures across credit portfolios. Finally, although Honduras does not yet have a formal climate disclosure framework, this methodology represents a key input for its future implementation, as it generates the necessary information on risks, impacts, and vulnerabilities aligned with international standards.
